This is only logical, since after turning the crankshaft of the timing belts, the camshafts and valve springs as well as possibly. Compression in cylinders form a counter force. The position of the crankshaft on the image represents the position in which the camshaft flange can be inserted into the grooves without any problems after the engine has been turned through.
Now the real question: What is the "right" position of the crankshaft to the camshafts? Just like in the picture? If no and the marked OT point on the picture would have to be exactly at the mark, that would mean that before tightening the camshaft wheels, you would have to turn the crankshaft back minimally to adjust the steering times correctly.
