Question about A4 1.6 and speed

Maybe some of you know the toy engines.
A4 Bj.'04 1.6L has a idle speed of 900U/min, all right.
Now you drive 140km/h, Triit the clutch and let it roll. The speed does not go below 2000U/min. When rolling, it will then slow down the rotational speed proportionally. At 100km(h) it's still 1600 rpm. The whole thing, too, when you take out the gang. So it's not the clutch.
Does anyone have any idea why that is?
