Set "brake controller"

After completion of my rear axle revision, the brake force regulator adjustment is necessary.
First question: Does the fall, to adjust the controller, have to be 100% correct?
Second question: Is a brake dynamometer required to adjust the controller (depending on the load)?
For more information: By changing all rubber metal bearings, screws, nuts and discs on the trapezoidal handlebar and bearing housing, the floor clearance of the body has increased by 18mm and after testing drive, over 130 km, also over field, forest and meadow, also remained.
After the revision, a dimension of 678mm was found between the stand and the wheel underlining.(Could still change due to the fall adjustment!)
Tires:225/50/16 Wint.
Inner tyre pressure: 2.6 bar.
Springs are still original.
