Temp. The coolant. Fan & Function

Hello, everybody.

my Audi 80 Avant 2.8 from 12/94 has the following problem: In urban traffic, the car is regularly hot even at the current moderate outside temperatures 95 to 100 degrees. During the journey, the displayed values commute at approx. 95 on, it's quite fast at 100 degrees.

With the same engine in my convertible, at a temperature of about 90 degrees, at least one fan starts. In the 80s Avant, two fans are also installed on the front of the cooler. But even at 100 degrees none of them will start!

I looked at the fuse box a little bit closer and I'm a little confused at the moment:

According to the occupancy plan, position 5 would have to be equipped with a 30 ampere fuse for a cooler fan. And at position 20 the 30A fuse for the cooler fan level 1 fan recirculation is according to the occupancy plan. There is no fuse in both places.

Here are the two occupancy plans:

I also noticed something else. On the right side, according to the relay layout plan, a relay for the air conditioning system should be installed on the top of the fuse box (if I can read the rep. guide correctly, it seems, only with certain motorizations) and below on the relay position 11 a relay for the radiator fan level 1 is installed according to the plan.

Both relays are missing from me. Here again the calendar:

Who can tell me exactly from which temperatures the fan levels actually start? Should I just reinstall the two 30A fuses, or does that have a reason for missing them? Does the relay for the radiator fan stage have to be reinstalled at number 11?

Sorry, for the stupid questions, but I'm not that knowledgeable about these things. As an additional information, I would like to give you that the cooling liquid was changed in February and the current stand fits. The automatic air conditioning also works perfectly. Therefore, I am also surprised by the missing relay for the air conditioning!

Thank you for your advice ...

Hallo,
